Quite a dilemma

Let's see if I have this right. Since there is always the possibility of a local or national emergency that may require rerouting of traffic or a mass evacuation, we should ensure that our roadways can accommodate the temporary, but "emergency" conditions.
How many lanes would be required? How much right-of-way would have to be purchased? How much would our taxes have to be raised to do so?
Maybe before we add capacity to our roadways, we should add capacity to our hospitals for such emergencies. But alas, how would we get to the hospital? Talk about a dilemma.
