Yet another loser

Special Teachers Are Rewarded (STAR) is the Legislature's latest stab at giving "merit" pay to teachers. It bases merit on test score improvements, which tends to favor teachers who work at suburban schools populated by children from upper income families while penalizing inner city school teachers who must deal with large numbers of low-income and at-risk students. If it seems unfair to compare a half-baked plan to reward teacher performance with Ohio State's poor performance against Florida at this week's BCS championship game it is - unfair to Ohio State, that is.
