Evaluation of environmental questions, like our power plant decision, are made at the University of Florida's Center for Environmental Policy. Their method is quantitative and is used successfully for decision-making. I propose that this local well-respected center be hired to evaluate the various city power plant choices. Their answer will produce definite values for the different possibilities. They will also calculate the time line for various actions.
I suspect this study would be easier to understand and not be so expensive as the city's previous consultants' reports. The calculations are presented in forms that are easy to follow. Both Mayor Pegeen Hanrahan and Ed Reagen (of GRU) are very familiar with this method. They know it would lay out accurate values of the possibilities.
