Excessive phone taxes

I just received my December AT&T phone statement. It is quite disheartening to see 69 percent of the bill was in various taxes, such as: Long Distance Federal Universal Connectivity Charge.
Long Distance Administrative Expense Fee.
Long Distance Property Tax Allotment.
Long Distance Federal Regulatory Fee.
Long Distance Carrier Line Assessment.
Federal Taxes.
Telephone Tax.
Other Surcharge/Tax.
It does make one wonder if our elected officials understand the definition of "excessive."
