Tax cuts aren't a giveaway

In his letter of 1-14, George L. Barnett asks that "those who object to government giveaways should be equal-handed in their condemnation" and that the Republican Party has "granted special giveaways that only benefit the richest few."
My question is, by "special giveaway" is he referring to the most recent federal income tax cut? My bet is that he is, and this statement gives insight into the liberal thought process. How can anyone define taking less money from a productive citizen as a "giveaway"?
