Closing doors on the hungry

The other day I read the most outrageous article ever. There seems to be a city law that requires houses who give the homeless a free meal to close after the 75th person has been served. I couldn't believe it.
Here we are sending millions across the seas to help with the tsunami disaster victims, yet Gainesville closes the door on our homeless people, apparently while food is still available.
Will someone please explain this to me? If you try, you are going to have a hard time justifying it.
