Put a stop to drunk driving

It is sad that so many times we hear the same story in the media of another drunk driver without a driver's license killing more people on the highways.
Nothing is publicly reported on how these drivers get the vehicle that they are driving. No one follows up to see if this person was being supervised after they lost their driving privileges. How do they get insurance? We have registered sex offenders, registered pedophiles - we need to register people who have lost their driver's licenses.
I hate to even mention Big Brother taking on another task of following these people around. Something needs to be done, though. Since local police and sheriff departments are restricted on how far they can go to do follow-up investigating, it might be a responsibility of the Florida Department of Law Enforcement, or possibly the parole officers in each county.
