A problem with tags

Now that the current controversy about the Florida specialty tags is just about over, I would like to start another controversy.
Why is the top of the tag stamped with the state name and the bottom with the county name?
In this instance, it is difficult to read the state name because the rear trunk overhang on most cars obscures the top of the tag.
It is more important for the observer to be able to read the state name and that all tags be stamped with Florida on the bottom edge.
