Address Midtown safety issues

In regards to the Midtown Development, can the residents of Gainesville require a helicopter landing pad on top of new buildings that are more than five stories tall?
We need to get SWAT teams into these buildings in a hostage situation. We also need a safe way to get people down during a fire.
