Samuel D. Skipper
He was born in Gainesville and was a lifelong High Springs resident. He was a water plant specialist and a graduate of High Springs High School.
He served on the High Springs City Commission for two and a half terms and as High Springs mayor from 1993 to 1994. Family and friends said he pushed for a citywide sewer system, which will be constructed beginning next year.
He was an assistant Scoutmaster and past president of Lake City Elks Lodge #893.
He was a member of First Baptist Church of High Springs.
Survivors include his wife, Janice Skipper of High Springs; son Jud Davis of Lexington, Ky.; daughter Connie Dugan of Dunedin; sister Darlene Gibson of High Springs; and two grandchildren.
